Creating a new Super Kitchen and Collaborative Kitchen with associated support space, enabling delivery of TAFE and Higher Education programs.

Background

William Angliss Institute (WAI) is a specialist training provider for foods, tourism, hospitality and events. The Melbourne CBD campus provides training to a varied cohort of students offering short courses, certificates, diplomas, graduate certificates (TAFE) and Higher Education (Degree) programs.

Students from across Victoria attend WAI’s hospitality and culinary courses, as it is the only Centre of Excellence provider in Victoria.

WAI engaged a consultant team in early 2024 to design, document and deliver the project under a traditional lump sum procurement. Funding was provided via both the State Government and William Angliss Institute (WAI).

Johnstaff's role

Johnstaff was engaged to provide project management services for all phases of the Project. Johnstaff’s role included collaboration with both WAI and Office of TAFE Coordination and Delivery (OTCD) in a combined funding model. Hence the requirement to meet both WAI and the OTCD’s Victorian Government Funding Agreement requirements and governance framework.

As project leader, Johnstaff was tasked with motivating and the managing the Consultant Team to achieve the best possible outcome for William Angliss Institute and deliver on all of the project objectives (i.e. design fit for purpose, delivered on time, and on budget).

Addressing the issues

Quickly following appointment, Johnstaff identified that the budget and expectations did not align. Johnstaff managed the stakeholder expectations and requirements, and assisted WAI in identifying the necessary additional funds required to bridge the gap for the minimum required scope.

The project timeline for delivering the schematic design was extremely tight to meet the funding requirement timelines. Johnstaff managed an effective stakeholder consultation process in parallel with weekly WAI governance meetings to ensure timely sign off and approvals.

Outcomes

A new model of ‘Super Kitchen’ to deliver TAFE. A new multi-purpose Collaborative Kitchen with flexibility to deliver TAFE and Higher Education programs
Project Working Group sessions to bring the key decisions makers along the journey
