Westport is the long-term WA Government initiative to transition selected maritime trades from Fremantle to Kwinana via a new port and related infrastructure. Following an initial consultation and multi-criteria analysis phase to identify the preferred port location in Cockburn Sound, the Westport program has now moved to detailed planning, including completion of abusiness case by 2024.
Johnstaff was jointly engaged with GHD Advisory by the Westport program team within the WA Department of Transport to assist with establishing primary project management controls to guide the next phase of the program. This phase comprises extensive planning and investigative work culminating in delivery of a comprehensive business case by mid-2024, as well as progressing key statutory approvals. On Johnstaff and GHD’s recommendation, two key deliverables were agreed:
The Westport program will likely be the largest and most expensive Government-led capital infrastructure program delivered in WA. It will also be one of the most complex due to the existing industry, land use and environmental values. Given the complexity and sensitivity of the program, it is vital that robust project management controls are implemented from the early stages of Westport’s development.
Johnstaff and GHD developed a detailed master program plan that provides clear guidance to the Westport team on the critical controls required to effectively manage quality, cost and time. Together with the preliminary master schedule, the work also added clarity to the Westport program’s scope and identified priority tasks required to position the program for success.
