The delivery of new and replacement mental health infrastructure across NSW to support NSW Mental Health Reform objectives of delivering services in appropriate patient-centred, therapeutic environments.

Background

The $700m Statewide Mental Health Infrastructure Program (SWMHIP) was established in 2019 to support key mental health reforms. The program involved providing approximately 600 new or replacement beds across multiple sites within NSW, increased/new capacity for service types and changes to design to allow improvements in service delivery models.

The program delivered a range of mental health services including:

  • Child and Adolescent units
  • Mother and Baby units
  • Adult Acute units
  • Older Person units
  • Low Secure Forensic units
  • Medium Secure Forensic units
  • Supported Living units

In addition, several sub-programs provided minor works enhancements to existingfacilities around the state.

Johnstaff's role

Johnstaff were engaged as the Program Manager to develop the governance process and program controls, provide governance reporting, initiate projects and  manage the overall delivery of the projects by the separate project teams.

The role included management of cost and time, developing standard guidelines, and business case templates, developing and confirming project scope, managing project approvals through governance and monitoring progress and outcomes.

Addressing the issues

The Mental Health Reforms required a change in the way services were planned and designed. Johnstaff liaised with key stakeholders to prepare standard guidelines to assist participants on new projects tou nderstand the mental health objectives, the reforms required and the processes needed to achieve those reforms.

Health Infrastructure had well developed systems for control of individual projects, but not for programs of works. Governance processes and program controls were developed that supplemented the existing process and minimised the need for changes.
