To relocate the existing MRI service outside of the calculated electromagnetic interference (EMI) impact zone from the Melbourne Metro Tunnel project prior to train testing operations commencing

Background

The MRI service is an integral clinical support service for the Royal Melbourne Hospital (RMH). The relocation of this integral service, to areas outside of the calculated electromagnetic interference (EMI) impact zone, considered 4 location options. The works were required to be completed prior to train testing commencing within the tunnel in mid-2023.

Johnstaff's role

Johnstaff was appointed as Project Manager and Superintendent to identify the relocation options, together with RMH recommended the preferred option and manage the detailed design and implementation of the approved relocation solution. Johnstaff represented Royal Melbourne Hospital with Rail Projects Victoria (RPV) throughout the project.

Addressing the issues

Various precinct relocation options were considered but the only viable option that met the requirements was to relocate into the North Wing Expansion (NWE) building on level 9. We identified a procurement strategy, with multiple concurrent works packages, to fast-track both the engagement of design consultants and construction manager, to meet an accelerated construction programme. Multiple contractors were engaged under different procurement methodologies for the distinct work packages. This model addressed programme, risk and cost challenges.

The works included Construction Management, Lump Sum (Construct Only) and Early Contractor Involvement (ECI) contracts, each with different contractors and administered separately by Johnstaff. The works required extensive interface with existing buildings and therefore required a detailed and comprehensive stakeholder engagement plan.

The construction was very complex, delivering new-build expansions on top of the existing, operational hospital.

Outcomes

The project completion was critically linked to RPV Metro Tunnel. Staged completion was programmed to achieved key milestones.
Procurement of critical clinical equipment coincides with the procurement of construction.
Johnstaff implemented a bespoke procurement approach, with multiple elements to address each portion of the project.
The project delivered four new MRI suites, new ICU lift, new outpatients services and warm shell fit-outs.
