To manage and administer the technical aspects of the development agreement between the Crown of Tasmania and Citta Property Group, who was appointed to redevelop Parliament Square in Hobart, Tasmania.

Background

This landmark site is located in a prime position adjacent to the Salamanca precinct, near the waterfront and comprises the Tasmanian Parliament buildings as well as Parliamentary and Departmental offices and several heritage buildings. The Tasmanian Government entered into an agreement for a private developer, Citta Property Group, to develop the site, providing new office accommodation for government, whilst also providing private commercial offerings including office building, specialty retail, food and beverage offerings, a luxury hotel and public open space.

Johnstaff's role

Johnstaff was appointed as a specialist advisor to the Department of Treasury and Finance, who were responsible for implementation of the project and administration of the development agreement. Johnstaff’s role was associated with the technical design and construction elements, providing advice to assist in protecting the Crown’s staff and assets during this 26,000 plus square meter development immediately adjacent to the Tasmanian Parliament House, Supreme Court and Salamanca Markets.

Addressing the issues

Johnstaff identified and helped develop mitigation strategies for many risks associated with the design and construction of the new buildings. Johnstaff completed detailed reviews of design, demolition and construction methodologies, provided feedback to Citta Group and also assisted in the development of stakeholder communication strategies to assist DTF in managing the interface with Parliament and the impacted Departments.  

Johnstaff also reviewed construction documentation to identify potential operational risks during and after the staged construction and for compliance with the Development Agreement scope.

Prepared a matrix of all of the design and construction deliverables required under the Development Agreement
Reviewed deliverables for compliance with the Development Agreement and flagged key risks to DTF
Prepared briefing papers associated with key risks, in particular operational interface risks with existing Parliament building
Provided inputs to DTF to assist in stakeholder engagement and management
