Upgrade of the Narrabeen North Public School (NNPS) and Narrabeen Sports High School (NSHS) is part of the School Infrastructure NSW 2019 program to deliver 40 new and upgraded schools. These upgrades aim to address issues of overcrowding and to support communities throughout the state, ensuring that all students in NSW are given equal access to quality learning opportunities. Upgrade of NNPS and NSHS on their existing sites to improve education outcomes, support the delivery of modern pedagogical learning and enhance the selective sporting stream at the NSHS.

Background

The scope on Johnstaff’s current engagement in November 2021 is based on the approved Business Case June 2022.  The proposed development will provide Core 35 facilities to NNPS, catering for current enrolment (up to 740 students) and Stream 7 facilities to Narrabeen Sports High School (NSHS), catering for current enrolment (up to 990 students). This is to future-proof the site by enabling capital works in the future in the case of demand exceeding projections.

Johnstaff's role

Provision of Project Management Services for Phases 3 andoptional Phases 4 - 9, including delivery of Schematic Design, Contractor Procurement, Detail Design, Construction, Commissioning and Handover.

Addressing the issues

Budget overrun with the shortlisted tenders due to market escalation. Johnstaff undertook a cost reduction exercise which was necessary to mitigate the cost risks associated with Tender returns and Post Tender Clarifications responses. The site posed a ground contamination risk associated with proposed foundation works and associated soft and hard landscaping.Johnstaff has worked closely with SINSW to transfer the risk by careful collation of RFT documents.  

Outcomes

Mitigating risks to avoid programme delays and carefully monitor the GC21 Contract to deliver project on time.
Managing active stakeholder groups who were opposed to the State listing of heritage items through strategic communication and significant internal and external consultation.
Johnstaff is leading a detailed value engineering exercise to provide substantial savings to SINSW.
Site contamination risk transferred to the D&C Contract.
