Meet NSW Government priorities for better coordinated and more effective planning, delivery and management of maritime infrastructure assets.

Background

Following an evaluation of the initial 12-month operating period for the newly-established MIDO, Ministerial approval was received to transition MIDO permanently from the Department of Regional NSW (formerly Planning, Industry and Environment) Crown Lands division to a dedicated office within Transport for NSW (TfNSW). This involved formal transfer of responsibility for the management of coastal infrastructure assets, including all associated staff and positions, programs and funding.

Johnstaff's role

Johnstaff was engaged as a change manager to lead the Machinery of Government (MoG) transition of Crown Lands’ staff and functional responsibility to the permanent MIDO within TfNSW, and to ensure that appropriate budget, information and communications technology (ICT) arrangements, human resources (HR) support and operational arrangements were in place to enable MIDO staff to conduct business as usual from the MoG date of effect. Johnstaff’s engagement was split into two phases, as follows.

Phase 1 – Planning/Due Diligence: analysing a wide range of information, undertaking stakeholder consultation, investigation and analysis of the affected agencies strategic context, governance, employment agreements, legal issues and finalising priorities for implementing transitional arrangements.

Phase 2 – Implementation: ongoing management of a Project Steering Committee, Project Control Group and four Working Groups comprising Executive Directors, senior officials and senior staff, overseeing the implementation of transitional arrangements.

Addressing the issues

Johnstaff’sproject management expertise strong understanding of criticalwhole-of-government milestones for policy proposal funding, budgeting and taskspecific requirements for drafting subordinate instruments enabled a smoothtransition without any disruption to existing business operations.

Outcomes

Improved customer service by providing a single point of contact for coastal and boating infrastructure programs and projects.
Delivered a coordinated, whole of government approach to maritime infrastructure delivery, implementation of government commitments and technical advice.
Supported the development of a financially sustainable funding model for maritime assets and facilitated place-based outcomes for customers and communities.
