A new Eastern Goldfields Regional Prison (EGRP) to increase capacity and provide more contemporary facilities in the region.

Background

Eastern Goldfields Regional Prison (EGRP) was commissioned to allow prisoners from the Goldfields region to be accommodated on country, close to their families and community.

The new state-of-the-art facility caters for both genders across all security ratings with a focus on delivering rehabilitative programs and meeting the needs of its primarily Aboriginal population.

Replacing a smaller facility, the new 350-bed EGRP allows more offenders from the local area to serve sentences close to their families and communities, with a view to improving prisoner wellbeing and behaviour.

Johnstaff's role

Johnstaff was appointed by the WA State Government to provide Project Management Services to support the Department of Treasury Strategic Projects EGRP Project Team to deliver this state-critical asset.

The project was completed under a Public Private Partnership (PPP), with the parties to the Project Agreement being the State ofWA and Assure Partners (referred to as ‘Project Co’).

Addressing the issues

During the Delivery Phase, Johnstaff assisted the EGRP Project Team on all project-related matters and supported the State’s Representative to ensure alignment with the project objectives and applicable government guidelines. Johnstaff also kept the State’s Representative fully informed of site issues.

The complex Design, Build, Finance and Maintain (DBFM) PPP procurement model required careful consideration of the commercial imperatives and detailed understanding of the obligations and entitlements under the contract.

Outcomes

The new prison was opened in August 2016 following completion of Stage 1, with Stage 2 (demolition of the old prison) completed in July 2017.
Facility remained fully operational throughout the project.
Delivered through a Design, Build, Finance and Maintain (DBFM), Public Private Partnership (PPP) procurement model in line with the National PPP Guidelines.
