Adelaide has been designated the first and only UNESCO City of Music in Australia. However, Adelaide does not have specialist high-performance acoustic venue. Recognising this gap, the Arts and Culture Plan South Australia 2019-2024 recommended that a business case be developed for a new concert hall. Johnstaff worked within a multidisciplinary team of Architects and Cultural Specialists to articulate the need for a new South Australian acoustic music venue, develop a list of options that address this need, and assess these options against a multi-criteria analysis framework.
Johnstaff led Investment Logic Mapping (ILM), which laid the foundations for the scoping study. Through ILM, the problems and opportunities, the business need, and benefits to be realised were defined. This gave direction and clarity to the issues to be addressed by the proposed new concert hall.
Johnstaff also led the related stakeholder mapping and engagement. This consultation process was extensive and contextualised the scoping study within the broader priorities of government and the arts and culture sector. It was a significant portion of the work undertaken and assisted with the identification, communication and consultation of the key issues and risks of the developing scoping study.
From an exhaustive long list, the scoping study identified a short list of options warranting assessment in a future Detailed Business Case phase, based on their capacity to realise the desired benefits defined by theILM process.
